On average, a L3 country cluster provides a coordination platform to 57 NGOs and UN agencies in order to assist 4.5 million people with food and cash assistance and livelihoods interventions. In total, it serves as a platform for over 3,000 partners at country level in all humanitarian contexts worldwide.
